CHALLENGES TO IMPROVE PARLIAMENTARY REVIEW: IDM presents findings and recommendations of two parliamentary committee’s monitoring

The work of the Albanian Parliamentary Committee of European Integration (PCEI) and Committee of National Security (PCNS) in 2011 have been in the focus of an IDM monitoring initiative, aiming to contribute towards greater accountability, transparency and effectiveness of parliamentary scrutiny. The monitoring has analyzed the performance of both parliamentary committees by focusing particularly on the comprehensiveness of parliamentary review, formal procedures, cooperation with the Executive and involvement of civil society and other non-state interest groups in hearings.

Presentation of Monitoring Report regarding the Action Plan against Corruption

The Institute for Democracy and Mediation in cooperation with the Open Society Foundation in Albania presented the main findings of the monitoring of the implementation of Anti-Corruption Action Plan for four key institutions: Ministry of Economy, Ministry of Health, Ministry of Justice and the State Police.


Based on the monitoring, of a total of 73% specific actions foreseen to be addressed from these institutions, only 59% have been fulfilled. Ministry of Justice has the poorest performance with only 40% of the actions addressed, while the State Police has the best performance with 80 % of the actions fulfilled.

International Conference - December 2nd 2011 - The Clingendael Institute - Hague - Netherlands

IDM senior researcher Arian Dyrmishi, participated in the International Conference "Strengthening Intelligence Oversight in Western Balkans" organized by the Clingendael Institute in Hague. This conference aimed at contributing to cross-national learning between states as well as to the identification of good practices of intelligence oversight. The event was part of the project on strengthening intelligence governance, while the focus of this conference was on the Western Balkans. Nevertheless , this project is relevant to wider processes of security sector reform in transition and post-conflict states.

“Policy Responses to Organized Crime in the Balkans”

Annual Conference - 25-26 November, Sofie - Bulgaria

IDM Senior Researcher Mr. Arjan Dymishi participated in the annual conference of RiskMonitor Foundation which was devoted to the institutional response in the combat of organized crime in the Balkans. The international conference, which took place on 25-26 November in Sofia, gathered over 30 Bulgarian and international experts from the Balkan countries to discuss regional cooperation and the mechanisms needed to improve the inter-agency collaboration in the fight against organized crime.

During Oct 26-29 2011, in the framework of the project “Security Transitions in the Western Balkans – From Conflict Zone to Security Community", IDM hosted this Regional Workshop. 20 participants from the Western Balkans as well as prominent speakers in the field of security sector attended the meeting. The workshop was focused mainly in the revision of all the work accomplished in the framework of this project, and in particular was devoted to the future goals and challenges in the implementation phase.
